An open sandbox game in modern New Orleans, Louisiana where a serial killer is on the loose and you are the detective trying to catch him or her. This game is set up so that each time the game begins anew, the serial killer will have different "killing tendencies" so that as the investigation proceeds forward the hope is that the player will uncover the connecting threads and patterns to each crime scene to focus your manhunt. You get radio alerts for the crime scenes in real time and you have to decide how to best use your departments resources and manpower.... occasionally multiple crime scenes will be discovered at the same time and some are not related to the serial killer case at hand. The detective can arrest "crimes in progress" to boost his public credibility rating and department funds and resources as random muggings, drug sells, are going on around you. If you arrest an innocent person or "wreck havock GTA style" then your credibility rating goes down as do resources... and the longer the local serial killer goes unchecked , the worse your rating gets till you reach a lower thresh-hold with the Governor and are fired (game over). Arrest the Serial Killer and present enough "evidence" to the DA and you win. The goal is to not get too distracted by the other crimes in the city so that you neglect solving the serial killer case, but solving some of the local crimes keeps your credibility rating up and opens up money and resources and more personnel to assist you as you see fit.
