Have a character be a firefighter. Then you can unlock the bear with his park ranger hat and overalls. A fire is spreading in one sector of the level. You, of course, are on the other side equipped with a Jeep and basic fire fighting gear. And you have to contain and/or extinguish the fire before it harms various things: homes, parks, rare vegetation, animal habitats, forest. Each level would have it's own goals. Different levels would range in geography, size (in acres), flora, climate & weather conditions and country. Strategy aspects would include coordinating fire departments, National Parks and National Guard units. Evacuating towns, appointing triage, rescue people from burning cars & buildings, help stranded hikers, etc. Vehicles range from pick-up trucks to Hummers to fire trucks to airport firetrucks to Helicopters and jet tankers. Some construction equipment, too, to dig trenches. "Weapons" & gear would be a shovels, axes, fire extinguishers, fire fighting gear & armor, respirators, and pretty much every water dispensing device from a super soaker up to some kind of power-up/combo move that would call in an air strike. Actions would include: stamping-out fire (kick), dispensing water/using item (use/shoot). And you 'd have to have the fun aspect of real bear behavior: climbing trees, getting down on all fours and running, and clawing. Not to mention growling, teeth-showing snarls and eating. Mini-games would have trout fishing, beehive raiding, terrorizing campers, and mauling arsonists and poachers. Attempts would be ranked by % of level burned, number of survivors, number of side goals completed, time, structures saved, etc. I bet the CGI fire & vegetation would be absolutely awesome.
